difference of ”は” to "が" by Japanese 助詞.
we use words for exchanging information.
those can find out difference.
that is information inside your head or information outside your knowledge.(貴方が既に知ってることか、知らないこと）

basicly,we should say only necessary information as outside listener kowledge.
however,sometimes we have to add as inside listener knowledge for making right grammer.

for example.
you heard that someone shited on one's pants
but you don't know who did it.
and a man come here and said that
「唐沢くんが」
you shouldn't understand his said.

唐沢くんがうんこを漏らしたんだよ。
if this sentence is parfect
and if you didn't say "うんこを漏らしたんだよ" because you already knew someone shited on pants,
however,listener shouldn't understand it that you say only "唐沢くんが".
by the way,before you said it, if your talking partner asked " who did it?" to you,
that answer as even "唐沢くんが" will be understanded.

then,
1　唐沢くんが、うんこを漏らしたんだよ。
2　唐沢くんは、うんこを漏らしたんだよ。
