I have checked with Tucows our registrar, and non payment is a valid reason for not releasing
a domain. There is a substantial past due on the IIS account. Those domain holders have paid
IIS not N.T. and N.T. is not obligated to release those domains until IIS is paid in full.
Individual IIS customer may contact N.T. and take care of this individually.
